Reason for Change: The e-Government Interoperability Framework (e-GIF) has an associated Government Data Standards Catalogue (GDSC) containing release data standards required to be supported by the NHS Data Dictionary. DSCN 37/2002 is being withdrawn, with immediate effect, to ensure consistency with the full release standards contained in the GDSC being incorporated within the NHS Data Dictionary, especially the need to state exceptions regarding the CDS.

Background:

This DSCN sets out the necessary changes to the NHS Data Dictionary data standards in respect of Date and Time, necessary to comply with the standards approved by the Office of e-Envoy in the published Government Data Standards Catalogue.

DSCN 37/2002 is being withdrawn, with immediate effect, to ensure consistency with the full released standards contained in the GDSC being incorporated within the NHS Data Dictionary, especially the need to state exceptions regarding the CDS.

The full release standards contained in the GDSC are to be incorporated within the NHS Data Dictionary and published under a separate mandate and so are not within the scope of this DSCN. These include but are not limited to the full detail of the Date and Time changes. The purpose of this DSCN is to notify the extent of Date and Time changes and the impact on systems.

All new systems have to be e-GIF compliant and existing systems should be migrated to become e-GIF compliant. The cornerstone of the e-GIF is the adoption of XML and the development of XML schemas for data exchange between government departments and Public Sector Organisations (PSOs).

The forthcoming re-procurement of the NHS-Wide Clearing Service (NWCS) also offers the opportunity for existing NHS messages to be delivered using XML rather than by using EDIFACT and other standards, and thereby to move into line with e-Government standards. Until this time, existing Commissioning Data Set (CDS) EDIFACT messages must continue to be exchanged utilising the current NHS data standards in use. There will be no change to the current CDS EDIFACT message. However, any new messages or system development will utilise XML and the GDSC data standards, this includes the CDS XML schemas currently under development. These XML schemas will replace the EDIFACT messages, in time, in the replacement NWCS.

Changes to the detailed Data Standards will be updated into the NHS Data Dictionary in due course.
