A powered indoor/outdoor wheelchair issued to a severely disabled PATIENT who has been assessed as eligible by an occupational therapist, physiotherapist or other qualified professional of a severely disabled PATIENT's need for a powered indoor/outdoor wheelchair. The assessment is against locally determined eligibility criteria.
