This is a mandatory data element and is a number, sequentially incremented, each time a file is generated for the MHMDS IGS (0000000 is not acceptable).

Usage:
For each MHMDS file the MHMDS CONTROL NUMBER is assigned to provide a unique identity.
Wrap around from 9999999 to 1 must be supported.
This data element is populated by the MHMDS Assembler program.
