Reason for Change: | Health Authorities (HA) ceased to exist on the 01.04.2003 and Primary Care Trusts (PCT) came into existence on the 01.04.2003. Instances of HA have therefore been removed, and have been replaced with PCT in the Default Codes Summary Table. The default code X9800 has been removed, as it is no longer required. DSCN 54/2002 introduced a new default code and this has been added into the default codes summary table by this DSCN. |
Q99 and X9800 - Default Codes:
There was confusion over which default code to use: Q99 or X9800. The Organisation Codes Service (OCS) confirmed that Q99 is the preferred default code. Therefore, X9800 has been deleted.
HA (PCT) code; 'not applicable'
X98 is still in use for HA (PCT) code; 'not applicable' and this has been clarified for use for Wales, Scotland and Northern Ireland.
DSCN 54/2002
DSCN 54/2002 created a new Default Code of 'H9999998 - Other health care professional'. This DSCN has added in that Default Code and has amended existing Default Codes in line with DSCN 54/2002.
Please note that this DSCN has removed the Default Code: 'Non-consultant doctor, GMC code not known' - P9999998' from Data Element: CODE OF RESPONSIBLE HCP (OPCS), as the use of this Default Code needs to reviewed. This Default Code was introduced by DSCN 54/2002, and has not been added into the Default Codes Summary Table.
Shifting the Balance of Power
The Default Codes Summary Table was not amended in line with organisational changes brought in as a result of 'Shifting the Balance of Power' and this DSCN has made necessary changes to bring the table in line with existing organisational structures. In this instance, two references to Health Authority (HA) were replaced with references to Primary Care Trust (PCT).

The transition from the 3 character HA OF RESIDENCE to the 5 character ORGANISATION CODE (PCT OF RESIDENCE) is necessary to support wider data set development. However, for the purposes of sending Commissioning Data Set (CDS) messages to the NHS-Wide Clearing Service (regardless of how local systems hold the data) it is essential at present to continue using a 3 character field, using the first 3 characters of the ORGANISATION CODE (PCT OF RESIDENCE) and following the same update rules relating to Prime Recipient as are currently in place. This is necessary primarily to preserve the integrity of the current NHS CDS message and the Prime Recipient which is derived from the ORGANISATION CODE (PCT OF RESIDENCE).

RESPONSIBLE CARE PROFESSIONAL CODE (OPCS) is the GMC, DPB or other professional registration code for the HEALTH CARE PROFESSIONAL undertaking the OPCS-4 classified operative PATIENT PROCEDURE. This will usually, but not exclusively, be the lead health care professional or a junior member of the same team.
Where the actual professional registration code is unknown or the professional is not a doctor or a dentist, the appropriate default code should be used.
